A cap manufacturer China order is not finished when the cartons are taped. It is finished when the physical shipment and the document trail describe the same goods. That sounds obvious until a buyer receives a commercial invoice with one style name, a packing list with another, carton labels with an old purchase order, and a freight booking based on the first estimate rather than the final volume. Every file can be individually plausible while the shipment as a whole is impossible to clear cleanly.

The practical answer is a shipment handover dossier. It is not a folder full of attachments. It is a small indexed record with named owners, issue dates and one final status for every item that the importer, broker, forwarder or warehouse will use. Build it while production is moving, then freeze it after the final carton count. The method below is the one a sourcing manager can reuse order after order.
A shipment dossier is not a file dump
A file dump answers the question, "What did people send?" A dossier answers, "Which version controls the shipment?" That distinction matters because export work creates drafts. The first packing list may be built from the purchase order. The second comes after assortment changes. The final version comes after packing, when net weight, gross weight and carton dimensions are known. Keeping all three without a status line invites the wrong one to travel.
Put a cover sheet at the front. It should show the order number, style count, unit count, carton count, transport mode, ready date, forwarder and the person authorized to release the final pack. A buyer should be able to open that sheet and know whether the cargo is booked, held or released without reading an email chain.
Build the master index before production ends
The index turns scattered documents into a handover. Give each record a simple identifier, revision and owner. Do not wait for the last carton: the fields that are already fixed, such as buyer entity and purchase order number, can be loaded early. The moving fields stay marked as draft until packing closes.
| Record | Owner before release | Freeze point | Final check |
|---|---|---|---|
| Commercial invoice | Merchandiser plus buyer finance | Final quantity and value confirmed | Buyer entity, currency, terms and total agree |
| Packing list | Packing supervisor | All cartons sealed | Units, assortments, weights and dimensions reconcile |
| Classification note | Importer or broker with supplier input | Before booking instructions | Product description supports the selected code |
| Origin evidence | Factory compliance owner | Materials and production route fixed | Claim matches the applicable origin rule |
| Label record | Quality team | Pre-production approval | Fiber, care, country and buyer labels match sample |
| Booking record | Forwarder and shipping coordinator | Carrier confirmation issued | Mode, port, cut-off and cargo-ready date align |
The table is short on purpose. A dossier that takes hours to update will be abandoned. Add supporting records only when the destination, product or customer genuinely needs them.
Make the cap manufacturer China invoice describe the sale
The commercial invoice should identify the legal seller and buyer, invoice date and number, purchase order, product description, quantity, unit price, total value, currency, Incoterm and country of origin. A generic description such as "caps" may be enough for an internal draft and too weak for the broker who has to classify the shipment. Use plain construction details: knitted or woven, fiber content, whether the item is headgear, and the intended product name.
Do not let a cap manufacturer China team guess the importer name from an old order. Buyer groups often have one entity paying, another importing and a third receiving. Put those roles in the shipping instruction and ask finance to approve the invoice header before it is final. One five-minute approval prevents days of correction after departure.
Make the packing list describe the cargo
The packing list from a cap manufacturer China team is the map from document to carton. It should show carton numbers, style or SKU, color, size, units per carton, carton count, net and gross weight, dimensions and total cubic volume. Mixed cartons need an explicit assortment, not a note saying "mixed colors." If the warehouse books inventory by SKU, the carton record should be detailed enough for receiving staff to verify without opening every box.
Reconcile three totals: packing list units to the final invoice, carton labels to the packing list, and actual carton count to the forwarder's booking. When any one differs, stop and explain the difference on the cover sheet. A documented short shipment is manageable; an unexplained number is not.
Record HS classification as a reasoned decision
Classification belongs to the importer, usually with a customs broker, but the factory supplies the facts. Record fiber composition, knitted or woven construction, the nature of the headgear and any component that changes the description. Then place the proposed code and the decision owner in the dossier. A code copied from a previous cap manufacturer China order is not evidence, especially when a range includes woven baseball caps, knitted beanies and coated rain hats.
The World Customs Organization maintains the Harmonized System used as the shared basis for tariff schedules. National authorities then apply their own tariff lines and interpretations. That is why the dossier should say who confirmed the code rather than presenting a factory suggestion as a universal ruling.
Separate origin evidence from the origin statement
"Made in China" on a label is a statement. The origin file is the evidence behind it: where the substantial production occurred, what rule was applied, and which supplier or process records support the conclusion. For an ordinary cap made, sewn, decorated and packed in one Chinese factory, the record may be simple. Programs that supply shells, badges or components across borders need more attention.
Keep purchase records for key materials, production records and any certificate requested under a trade arrangement. The buyer or broker should decide whether a formal certificate is needed. The factory should not promise preferential treatment merely because a document can be printed.
Freeze label evidence before bulk packing
Photograph every label in position on the approved pre-production sample: brand label, fiber content, care, country of origin, size, warning and any customer-specific ticket. Store the artwork revision and the photograph together. Text on a PDF can be correct while the sewn label is reversed, hidden under the sweatband or paired with the wrong style.
For the European market, textile fiber names and labeling are governed by Regulation (EU) No 1007/2011. Other destinations have their own rules, so the dossier should identify the market and the buyer's approved wording. The cap manufacturer China role is to reproduce approved content accurately and retain evidence of what entered production.
Run the booking as a dated milestone chain
"Ship next Friday" is not a plan. A booking record needs the cargo-ready date, carrier or consolidator, origin port, destination, mode, booking number, warehouse or terminal cut-off, customs document cut-off, estimated departure and the party delivering cargo to the handover point. Put dates in one time zone and label it.
Update the chain when the forwarder changes a cut-off. Production may still finish on time and miss a vessel because the terminal gate closes earlier than the sales team expected. The cover sheet should show the new event and its effect, not preserve the original date for appearance's sake.
Use an exception sheet for facts that do not reconcile
A good dossier can contain exceptions. It just cannot hide them. Use one page for shortages, overages, split shipments, replacement cartons, weight deviations, revised labels or documents still pending. Each line needs a decision, owner and deadline. Buyers can accept a 12-unit shortage; they cannot accept discovering it after the warehouse books the invoice quantity.
Close exceptions with evidence. A replacement label is closed by a photograph and carton list, not by "done" in chat. A revised packing list is closed by the final PDF revision and the buyer's acknowledgment.
Divide responsibility between importer, forwarder and factory
| Decision | Factory supplies | Buyer or importer owns | Forwarder supports |
|---|---|---|---|
| Product description | Construction, materials and actual quantities | Accuracy for the declared transaction | Formatting needs for transport documents |
| HS classification | Technical facts and samples | Code approval with broker advice | No final classification authority |
| Origin | Production and material evidence | Claim and certificate requirement | Document routing where requested |
| Labels | Approved reproduction and placement evidence | Market wording and legal review | Usually no role |
| Booking | Cargo-ready date, cartons, weight and volume | Mode, service and commercial instruction | Carrier space, cut-offs and movement updates |
| Release | Final dossier and cargo handover | Approval to ship under agreed terms | Receipt at the named handover point |
This split prevents two common errors: asking the factory to make legal decisions for the importing market, and asking the buyer to verify physical facts that only the factory can see.
Audit the dossier at 72 hours and 24 hours
At 72 hours before handover, reconcile invoice, packing list, carton labels and booking totals. Confirm that the broker has the classification and origin information it requested. At 24 hours, the cap manufacturer China release review should verify only what can still move: actual carton count, pickup details, final documents and open exceptions. Do not redesign the process on the last day.
Use two people. The merchandiser who built the file reads the source documents; someone outside the order checks totals and version dates. Familiarity is useful during production and dangerous during final reconciliation because the eye fills in what it expects to see.
How QSHeadwear prepares an export handover
QSHeadwear is Dongguan Qisheng Cap and Bag Co., Ltd. Our sampling, sewing, embroidery, packing and quality teams work from one order record. Before release we match the sealed sample, final quantity, carton assortment and label evidence, then issue the invoice and packing information against the actual pack. Routine samples take about three to five business days after the specification is settled. Bulk commonly runs fifteen to twenty days, extending to twenty-five or thirty days above 5,000 pieces, before freight time.
When a buyer uses its own broker, we give that broker the construction and shipment facts and keep the classification decision with the importer. When the buyer needs forwarding support, we still show the booking milestones in the same file. The handover remains visible either way.
Ask a cap manufacturer China team for one final pack
Send a shipping instruction template with the purchase order, not after production. Ask for the dossier index, invoice draft, packing-list format, label evidence and booking chain before the final week. That request shows whether the export process has an owner.
Review our OEM and ODM workflow, browse the headwear range, read the OEM ownership register guide, or send your destination and order details through the contact page. For reference, the World Customs Organization explains the Harmonized System, while US Customs and Border Protection outlines basic importing responsibilities. Your broker should apply those principles to the actual product and destination.
Export handover questions buyers ask
When should the export dossier be started?
Start it when the purchase order is confirmed. Load fixed fields such as buyer entity, delivery term, destination and style references immediately. Keep quantities, weights and booking details marked draft until they are verified. Starting early turns the last week into a reconciliation exercise rather than a document hunt.
Who should approve the commercial invoice?
The factory merchandiser should build it from the final order, but the buyer finance or importing team should approve the legal entity, currency, values and Incoterm. The broker can flag description needs. Approval should be recorded against the final revision, not assumed from an earlier draft.
Can the factory choose the HS code?
The factory can propose a code and provide construction, fiber and sample information. The importer remains responsible for the declaration in its market and should confirm the code with a qualified broker or customs authority. Record the decision owner in the dossier so a suggestion is not mistaken for a ruling.
What happens when final carton weights differ from the booking?
Update the packing list and notify the forwarder before handover. Small differences may not change the service, while a larger change can affect space, cost or transport documents. The dangerous response is leaving the booking estimate untouched while issuing a different final packing list.
Should every carton list each SKU inside?
Yes when cartons are mixed or the receiving warehouse books inventory by SKU. For single-SKU cartons, a clear style, color, size, quantity and carton sequence may be enough. The packing list and carton mark must use the same identifiers, including leading zeros or suffixes.
What label photos belong in the dossier?
Include each sewn or applied label in its final position, plus an overall image showing which style was photographed. Capture brand, fiber, care, origin, size, warning and customer tickets where used. Pair the photographs with the approved artwork revision so reviewers can compare text and placement.
Is a certificate of origin always required?
No. Requirements depend on destination, product, customer and whether a preferential claim is being made. Ask the importer or broker which certificate, statement or supporting evidence is needed. Keep production and material records even when no formal certificate travels with the shipment.
How should a short shipment be documented?
Show the ordered, packed and invoiced quantities, identify the affected SKU, state the reason, and record the buyer decision on cancellation, balance shipment or replacement. Revise both invoice and packing list where needed. A separate exception line keeps the shortage visible through receiving.
What should be checked one day before cargo handover?
Confirm actual carton count, pickup vehicle or warehouse details, booking reference, final invoice and packing-list revisions, label and carton marks, and every open exception. Avoid reopening settled product decisions. The 24-hour review is for release facts, not late development work.
How long should shipment records be retained?
Follow the importer and destination rules, customer contracts and your own audit policy. As a working minimum, keep the final dossier with the purchase order, approvals, inspection evidence and transport record for the period in which customs, tax, warranty or customer questions may still arise.
